A Limited Time Offer (LTO) Program is being introduced for duty free operators.
An LTO is an optional supplier-led promotional rebate on select products for a specified period of time to help drive sales for the supplier and licensed retailer.
How do Limited Time Offers Work for Duty Free?
• The supplier determines the eligible product, the promotion, and the promotional period.
◦ All products must meet LTO guidelines and be currently listed in the relevant wholesale catalogue.
◦ A brand may participate in consecutive LTOs, but a product SKU may not.
◦ The LTO rebate amount must be a dollar amount per unit that is between 5-20% of the regular wholesale price.
• If interested in participating in an LTO, operators review upcoming LTOs on wholesale.lcbo.com (starting August 7). Participation is optional.
• Duty Free operators purchase the LTO product at the regular wholesale price.
• Participating operators must pass the whole LTO savings to consumers (subject to minimum retail price) during the LTO promotion period for that SKU.
◦ Operators can participate in some or all of the LTO promotional period.
• Participating operators will submit sales to LCBO by the deadline to receive a rebate for LTO units sold during the LTO period.
◦ LCBO will rebate participating operators by credit memo on behalf of the supplier.
Important: Participation in the LTO program is optional.
LTO Key Dates and Deadlines
The first LTOs will be available on wholesale.lcbo.com starting August 7 for the LTO promotional periods starting September 13 and October 11.
New LTOs will be available approximately every four weeks on the dates noted below. LTOs start on Sunday and end on Saturday.
Suppliers decide how long the LTO is available – a minimum of one week and up to four weeks.

LTO Sales Reporting
LTO Sales Reporting deadlines can be found above. To receive your rebate, submit your sales report to the LCBO by the deadline. For example, if you participate in an LTO that has a promotion date of October 16 – 23, 2026 you will need to report sales to LCBO by November 21, 2026. Late or incomplete submissions will not be eligible to receive a rebate.
Submitting your sales report to LCBO is confirmation that all information in the report is accurate. LCBO will share the information in a sales report with the supplier that funded the LTO if the supplier requests it.
