Direct Delivery Program  

 

Manufacturers licensed by the Alcohol and Gaming Commission of Ontario (AGCO) are eligible to participate in the LCBO’s Direct Delivery Program.
 

Manufacturers may deliver eligible products, on LCBO’s behalf, to:    

• Businesses with a Licence to Operate a Liquor Consumption Premises issued by the AGCO; 

• Individuals who have been issued a Special Occasion Permit by the AGCO (if applicable);  

• Duty Free Operators who hold a Duty Free Shop authorization issued by the LCBO; and 

• Air Carriers who hold a Warehousing by Airlines authorization issued by the LCBO. 
 

Wineries with a Manufacturer’s Licence issued by the AGCO are eligible to distribute their Wine, Cider, fruit wine sake and wine-based RTDs. Wineries may only distribute their wine-based RTDs with an ABV of 18% or below.

Small Distilleries with a Manufacturer’s Licence issued by the AGCO and that have worldwide sales, including sales of Affiliates, of less than or equal to 900,000 litres of finished Spirits and/or Spirits-based RTDs in the year preceding the year in which the direct delivery is taking place are eligible to distribute their Spirits and Spirits-based RTDs.  

Large Distilleries with a Manufacturer’s Licence issued by the AGCO and have worldwide sales, including sales of Affiliates, of more than to 900,000 litres of finished Spirits and/or Spirits-based RTDs in the year preceding the year in which the direct delivery is taking place are eligible to distribute their Spirit-based RTDs with an ABV of 18% or below.

Breweries with a Manufacturer’s Licence issued by the AGCO are eligible to their distribute Beer and Malt-based RTDs with a ABV of 18% or below, produced in Ontario (as of April 1, 2026).
