On April 1st, 2024, the Federal Excise Tax will increase based on the Consumer Price Index. The new rates will be published on the Canada Revenue Agency website.
Where applicable the increase will be applied to the landed cost on new LCBO products and Private Orders (Specialty Services) starting Monday, April 1st, 2024. LCBO products that are continuously available and Vintages Essentials products will be automatically adjust based on the new Excise rates effective April 15th, 2024.
Vendors of LCBO products that are continuously available or Vintages Essentials products who want to submit revised quotes, quote submissions for an immediate decrease will be processed effective the next business day and quote submissions for an increase, will follow the Schedule of Quote Increases found on www.doingbusinesswithlcbo.com or click here. A Quote Submission Form must be email to pricing@lcbo.com indicating if the quote is an increase or immediate decrease submission.
Rebate requests are ONLY applicable for products which will INCREASE in price above a desired retail price point. A rebate request is NOT applicable if a product is working out to LESS than a desired retail price point.
Vendors who want to maintain the current retail price as of April 15th, must submit a separate Quote Submission Form indicating it is a rebate. The subject line of the email must read Rebate Submission and the email does not include any new quote changes.
Rebate Schedule for rebate effective April 15th
- Deadline for rebate submissions: Wednesday, April 3rd, 4:00pm EST
- Deadline for rebate corrections: Thursday, April 4th, 3:00pm EST

In summary, when submitting a rebate, two separate Quote Submission Forms are required and must be submitted in separate emails:
- The new quote must take into consideration the new excise rate and will be effective in accordance with the Schedule of Quote Increase, or next business day for immediate quote decreases.
- The rebate request to maintain on current retail price must use the current pricing variables and the new excise rate.
Beer Products
There are no changes to the regular submission schedule for beer price changes.
For products listed at The Beer Store, no changes will be made to licensee prices or pack-up prices, unless requested by the brewer on the Beer Price Submission form.
For brewers of imported beer LCBO/TBS Combo brands
To maintain the current retail price, a rebate request using the Quote Submission Form is required along with a completed Beer Price Submission form.
Beer price submissions and rebate requests must be sent to pricing@lcbo.com by 4:00pm on Tuesday, April 2nd, 2024.
In summary, when submitting a rebate, two separate Quote Submission Forms same as above for continuously available or Vintages Essentials products.
For brewers of domestic beer listed at TBS, LCBO, or Grocery
To maintain the current retail price, no action is required. The change in Excise tax has no impact on the retail price as domestic beer is purchased “excise paid.” If a change in price is desired, please submit the Beer Price Submission form.

Interim calculators have been posted on www.doingbusinesswithlcbo.com using the proposed 4.7% excise tax rate posted by Canda Revenue Agency. This is for vendors should they choose to requote based on the proposed rates before the rates are approved.
