As of April 1, 2024, the Canada Revenue Agency officially increased the excise duty rate by 4.7%. However, on March 9, 2024, the federal government proposed to cap the inflation adjustment for excise duty rates on spirits and wine at 2% for an additional two years. Please note that the proposed capped rate is subject to passage of the federal budget.

As such, the excise rates issued to liquor boards by the Canada Revenue Agency reflect the 4.7% rate, which may be subject to changes introduced via federal legislation.

The changes will be implemented as follows:

The 4.7% excise rate increase will apply to new LCBO products and Private Orders (Specialty Services), starting from Monday, April 1, 2024.

For LCBO products that are consistently available, including wine, spirits, RTD, import beer, and Vintages Essentials products, they will be re-priced based on the revised excise rate that is passed in the federal budget or in effect as of April 16. The new pricing will take effect on Monday, April 29, 2024.

Quote Submissions

Quote submissions for the April 1 excise change, which were received before March 25, have already been processed and are now in effect as of April 29.

For quote submissions received after March 25, individuals will receive notifications requesting them to resubmit.  Subsequent quote submissions will be processed in accordance with the Schedule of Quote Increases

Rebates

Rebate submissions for the April 1 excise change, originally planned for a retail adjustment on April 15, did not proceed. Notifications will be sent to the relevant individuals, requesting that they resubmit after the capped excise rate comes into effect.

Here’s the revised schedule for rebate effectiveness:

  1. Rebates submitted on April 10 will take effect from April 22.
  2. Rebates submitted on April 17 and April 24 will be effective starting May 6.

Beer Price Change Schedule

The Domestic Beer submissions schedule remains unchanged for price adjustments. However, re-quote submissions for Imported beer, originally intended for a retail change date of April 15, were not processed. New quotes will be accepted on April 22, with the changes taking effect from May 6.

Regarding products listed at The Beer Store, there will be no alterations to domestic beer prices, licensee prices, or pack-up prices, unless specifically requested by the brewer through the Beer Price Submission form.
